The operating system is the basic software that a computer needs to interpret input from input devices, run programs, and read from or write to hard drives and disks.
 

Explanation:

The operating system is the first program that is loaded when the computer is turned on.  All programs used on the computer must "talk to" or communicate with the operating system.
