Definition:
To boot a computer means to start, or restart, the computer system.
 
 

Explanation:

When you boot a computer, you cause it to start executing instructions.  Personal computers contain built-in instructions that are kept on a ROM chip inside the computer that are automatically executed when the computer is started.  Booting the computer means it is getting its first instructions.
